The reason kirito changed into his old outfit when using the skill was because chudelkin was outside any of his skills max ranges so he used the power of imagination on his favorite skill from SAO to make it longer

I don’t feel like the comparison between the guy from the outside and the administrator arent any close. He wants to create weapons to spare the people from dying(his methods aren’t great but that’s his objective), she’s using her own people to make the weapons to satisfy her lust for control. It would be close if he was using other humans in the real world instead of AIs or if the administrator was creating humans inside another world. Just my opinion though

I see what you mean when you narrow down their motives but I think in a broader sense they are similar cause they both are essentially creating people for the sole purpose of creating an army but their objectives for creating one are very different.

i found the chudelkin fight was more of a joke fight kinda like the character himself like noone could really take him seriously because of how he looks so i think that fight was just to say yes he really was that one shitty ass charater in the show lmao

I feel like quinella is overestimating her abilities. That's not how computer works, e rno matter how high your access level is and no matter how much powerful of a command she can create, all the people in the real world has to do is pull out the plug and it's game over for her.
