Mods go inside the mods directory in your game installation directory. (You need to have HF Patch or a Repack beforehand)
Want to add a character to the polls? Want to check on occasional livestreams, ask me a question and use Gibbot for repository downloads? Join Discord and obtain your patron role. 
You're too confused about Discord but you still want to add a character? No problem. Send me a Message with *Name, Source, Artist and *imageURL of your intended entry/suggestion and I'll add them on Discord for you ;3.
