Lupa has a point. Underground deep enough will protect you from the rumbling. Getting out is another story but since everything is flat you don't have to worry about the debris rumbling on you

Think you might be missing the bit where he intentionally is giving his friends and loved ones the straight up opportunity to stop him. Yeah, he'll kill a lot of people, but if we assume he genuinely believes in their ability to stop them, there will be over half the world left at least. The entrance and exit could collaps from the rumbling. If you had excavating tools inside you could dig out but you also had to have food to last you long enough to dig out. it is a plossible thing along with flying the airship and ships at sea you could avoid the rumbling by goin away from them so the people that did that are alive

Underground bunker probably would work. Remember they had an underground city and hideout in paradis. The issue was the food supply not titans crushing the the undergroundcity/bunker. Though it quite possible the collasal titan would burn and crush the bunker entrance leaving you trap. They are literally reshaping the land scape
