The issue of sexuality within the military is a serious societal problem, and its resolution requires careful consideration and measures.

Given that the majority of military personnel are male, there are often situations where sexual desires cannot be appropriately addressed during long deployments or in isolated living conditions. This can lead to problems such as sexual harassment and sexual assault occurring within the military, affecting not only the physical and mental well-being and dignity of victims but also undermining the morale and cohesion of the entire military. (Victims can include both women and men.)

In the past, there has been a history of establishing comfort stations in military locations, where dedicated women would assist in addressing the sexual desires of servicemen. However, in the modern international community, the emphasis on human rights compliance has made such practices unacceptable.

Various measures have been implemented to address this issue, including:

• Sexual education and awareness programs.
• Strengthening surveillance and establishing external oversight mechanisms.
• Enhancing leadership training.
• Improving support for victims.

However, despite these efforts, a comprehensive solution has proven elusive. Since sexual desire is a fundamental physiological need of humans, relying solely on simplistic measures or appealing to individual morals is often insufficient.

Upon the request of ████ nation, our "Organization" implemented a special reform program at ███ base. The ███ base had been plagued by various issues such as harassment by superiors towards subordinates, bullying among soldiers, and incidents of sexual assault both on and off the base. It was imperative to boost morale within the base, which had significantly deteriorated.

Key measures of the reform program included:

Comprehensive Hearings Involving All Personnel

Using the MEC-0501, a cognitive control device, we ensured that personnel did not harbor distrust towards our “Organization's" agents responsible for conducting hearings. This adjustment allowed for honest and accurate hearings from personnel who no longer felt the need to lie. Given that the base consisted predominantly of males, naturally resulting in high male pheromone concentrations, this adjustment proved highly effective. The previously tense atmosphere among personnel gradually eased, with more smiles observed, reciprocal goodwill increased, and communication and physical contact improved significantly, leading to remarkable improvements in interpersonal relationships.

Promotion of Male Hormone Secretion and Adjustment of Sexual Preferences

We utilized the CHE-1001, a chemical compound designed to stimulate the secretion of testosterone, a male hormone, in the base's drinking water and daily-use water supply. This resulted in personnel being filled with enthusiasm, actively engaging in training and workouts, leading to increased muscle mass and a more toned physique, giving them a rugged appearance. Simultaneously, due to the effects of CHE-1001, personnel developed a strong sexual interest in masculine man. The synergistic effect with MEC-1001 allowed personnel to engage in sexual activity with one another without experiencing feelings of aversion or avoidance.

As a result of the aforementioned measures, issues of sexual harassment and sexual assault within the base were dramatically eradicated. This was achieved as everyone began engaging in sexual activity with fellow personnel willingly, without any form of coercion. Spending time in all-male environment allowed individuals to experience happiness and tranquility, fostering a sense of camaraderie and leading to significant improvements in interpersonal relationships.

While there were some associated costs, such as increased water usage for showers and toilets, additional cleaning expenses due to the base becoming somewhat messier, and the cost of providing lubricants to personnel, these costs were outweighed by the overwhelmingly positive outcomes.

Based on these results, our "Organization" intends to propose similar improvement programs to other bases in ████ nation.

軍隊における性に関する問題は、深刻な社会問題の一つであり、その解決には慎重な検討と対策が必要である。

軍隊の構成員のほとんどが男性であることから、長期の任務や孤立状態での生活において、性的欲求を適切に解消できない場合が多くある。

これにより、性的ハラスメントや性的暴行といった問題が軍隊の内部で発生し、被害者の心身や尊厳が傷つけられるだけでなく、軍全体の士気や協調性にも問題が生じる。（被害者は女性だけでなく男性も含まれる）

過去には、軍の滞在地に慰安所を設け、専属の女性が将兵の性的欲求の解消に務めていたという歴史もあるが、近代の国際社会では人権の遵守が重要視されており、慰安所の実践は許容されない傾向にある。

この問題に対処するために、以下のようなさまざまな対策が実施されている。

• 性教育と意識向上のプログラム
• 監視強化と外部監督機関の設置
• リーダーシップ育成の強化
• 被害者支援の強化

しかし、このような努力にもかかわらず、なかなか抜本的な解消には至っていない。　性欲が人間の本能的な生理欲求であるため、四角四面で単純な対策や個人のモラルに訴えるだけでは不十分であると言える。

 ████国の要請を受け、我々『組織』は ███基地を対象に特別な改革プログラムを実施した。

 ███基地は上官による部下へのハラスメント、兵士間でのいじめ、基地内外での性的暴行事件など多くの問題を起こしており、低下した基地内のモラル向上が急務であった。

改革プログラムの主な施策：

全隊員を対象とした徹底的なヒアリング

人間の認知機能を制御するMEC-0501を使用し、隊員達がヒアリング担当者である『組織』のエージェントに対して不信感を抱かないように思考を調整。　嘘をつけなくなった隊員達の正直で正確なヒアリングによって基地内の犯罪や問題点を浮き彫りにし、次の改革への足掛かりとした。（なお、改善が見込めないほど素行不良な隊員は『組織』が引き取った）

脳の幸福ホルモン分泌を制御するMEC-1001を使用し、基地内の隊員達が男性フェロモンを感知することで多幸感や信頼感が得られるように調整。　男性ばかりの基地内は当然ながら男性フェロモン濃度が高く、効果覿面であった。　ギスギスとした雰囲気の隊員達に次第に笑顔が増え始め、好意の返報性が働くようになり、コミュニケーションやスキンシップが増えるなど人間関係の著しい改善が見られた。

男性ホルモンであるテストステロンの分泌を促進する薬品CHE-1001を基地内の飲料水や生活用水に使用。　やる気に満ち溢れた隊員達が積極的に訓練やワークアウトに励むようになり、筋肉量が増加して体が引き締まり、精悍な印象となった。　同時にCHE-1001の効果により、隊員達は男らしい男に強い性的関心を寄せるようになった。　先のMEC-1001との相乗効果もあり、嫌悪感や忌避感を抱くことなく、隊員同士で性的欲求の解消を行うようになった。

以上の対策により、基地内での性的ハラスメントや性的暴行問題は劇的に解消された。　誰もが決して強制されることなく、自発的に好んで隊員同士での性行為を行うようになったためである。　男性ばかりの空間で過ごすことで幸福で穏やかな感情を得るようになり、仲間意識が芽生え、人間関係による問題やストレスが大幅に改善された。

シャワーやトイレ使用回数の増加、基地内が少々汚れやすくなったことによる清掃コストの増加、隊員に配布する潤滑剤のコスト、といった負担が多少生じたが、それを持って有り余るポジティブな結果が得られた。

この結果をもとに『組織』は、████国の他の基地にも同様の改善プログラムを提案していく次第である。
