To start gaining Reputation with this faction you must have completed the Questchain 

Starting Quest, It's Never Easy

End Quest, Magni's Findings

Method:

Assaults Provide Cachés which once completed award you with 500 Rep.

Though, if you complete the Caché for the Black Empire then you will gain 1500 rep upon completion.

This is done in Tandam with Daily Quests which are done to complete these Cachés and as such Dailies will be your best friend.

Along side the main method you will also be able to complete a few World Quests in these areas to further increase your Reputation.
