Koenji is a great character this season.  I think in an odd way, He say that girl was going to stay in an abusive scenerio and he stopped any further harm from occuring, but he did so while poking jabs that the bear and as result it somewhat masks his intentions..."He is helping or not?"  He did the same with Horikita when he questioned her and gave his approval..he presents a serious challenge but there is a predictable outcome when he does it....interesting guy
