To be honest, the safest decision is to bomb the city and the areas near that city, to drop bombs for a few days and after the bombing is over to send an extermination troop in case a few zombies survived. The virus is evolving at an alarming rate, at this point you must have bitten to turn into a zombie but maybe the virus is evolving and transmitting through the air in the future, so it is safest to bomb that place.
