Yeah, going forward there's no outros. it just cuts to previews. They made the opening themes 30 seconds longer.

When a scene sounds ridiculous (like them not moving when Franky burns the blueprints) just imagine it happened in a second and the anime just likes stalling. Although in this case he made a whole monologue so it doesn't really work.

It's just One Piece slow motion situations. How time moves forward will get more annoying in later episodes when they caught up with manga.

To be fair, you could argue that the Blueprints are like a hostage at gun point. If someone would have moved, he would have interrupted the Monologue but Franky could still have the time to destroy them before they reach him, If you don't move the criminal can talk, but the moment the police moves he shoots. That is how i saw that scene.
