I feel like Jun-mo is doing a lot of suspect stuff, but they are putting up blinders to it. They are letting their emotions for their dead friend run how their relationship w/ Jun-mo is going just because he is his "cousin". The wife being involved is going to make things messy, for some reason I feel like she has unresolved feelings about Gi-cheol, it's clear he does.

Regarding the criticism on the police/how the operation is run, If I remember correctly, they did mention not having done this type of under cover operation on this scale in the earlier episodes. Or not have a lot of experience with it. So dumb mistakes like with the flash lights are bound to happen.
