What Franklin did with Ray Ray and Lenny was a boss move but that was just a way for him to not get his hands dirty like Lenny said. There's a difference between doing something when you have no other option and doing something while you have other options and in this situation it's obvious Franklin only had that option since he wasn't going to do the killing himself.
