From my understanding it didn't just appear it was hidden by his headband. We have not seen Dot without it on until this episode. Also I think Dot is still classified as a single liner. I believe the difference is a double liner can use that amount of power on a consistent basis whereas Dot needs to meet certain conditions aka his emotions to use that power. I could be wrong but that is how I understood it.
