Honestly, this episode only says to me how everyone in Roanapur is actually lucky Rock is held back by his ideals to reach his true potential. Look how many connections he has in the city because most aren't threatened by him and how he completely analyzed the entire conversation of the mob bosses to route their movement. If he went full villain he could just as easily set them up for assassination if he only had the means.

The church deals drugs behind Balalaika's back too, Rock called them out for it in season 1 while negotiating a trade deal, and remember last episode, an agent at the Pentagon said this city is their pet project, so I think they are letting this underground crime city exist to both consolidate the world's worst criminals away from innocents, and also give them a near limitless source of expendable mercenaries like when they (probably Eda specifically) hired Chang to hire Lagoon to deliver local terrorist documents.

Yeah, I always saw it as Chang was Rock and Revy combined. They have the same hairstyle, and are schemers and wear formal attire, but Chang is also the best akimbo shooter in the city, complete with his own custom silver berrettas (albeit 76s not 92s) and lack of morals

The USA as a hydra was a particularly effective (and accurate) use of metaphor. The fact that intranational conflicts between the USA’s own organizations can have international ripples is kinda scary when you think about it.

To the anime sure, but if anyone who wants to continue with the manga after this OVA series might be confused by a lack of acknowledgment of those elements. And/or some may argue that those backstory elements being anime-original stuff means that they are super important to Revy’s character as the other parts that are from the manga. Also I just thought it was some interesting trivia to note.
