weems left the office so the sheriff and wednesday could talk alone. so she wasnt there when "rowan" came into the room cause she WAS rowan. we never see the two in the same room at the same time.

there are rules: to sink the ships. weems said before the game started "get back with the flag without your ship being sinking or being sunk" aka we are allowed to sink each other's ships. this was giving me chunin exam vibes when i first watched it. thats where my mind went immediately

also to note, the hand is mostly not CGI, they have a magician who is doing hand acting for it. obviously there is some CG editing the rest of him out and stuff, but the hand itself is an actual hand
