OMG ...I have been doing a binge rewatch and after this episode have a great theory. I believe the bones in the Under Sea are Arions. He was the 1st immortal born after Vandal. We know the head fell on him to "kill" him. We also know, that Vandal can be killed temporarily. Then he regenerates what was destroyed. So if Arion is just like Vandal, and since he wasnt a water breather (like Vandal) it makes sense that his bones are preserved at there final resting place and because Arion cant breath underwater he cant fully regenerate. I believe if the bones were taken out of the water Arion would be reborn.

Looking back on this arc, it probably should have been obvious that Arion wasn't truly on there side as he was kind of acting the same way Cassandra Savage was when she was infiltrating. https://youtu.be/zIq__qsqlOA
