Lol nah I had a student council in my high school but not a lot of students knew about it since nobody, not even the teachers, EVER brought attention to it. Our Valedictorian was the president and during our graduation I kid you not every other student not on the council was like WTF!!

So, as i understand it, Japanese high school is way more intense in both learning and activities than American HS because they're trying to get all the "real" learning out of the way first. The point of all the clubs, festivals and activities that all have ACTUAL responsibilities are to start teaching students how to function in society as part of a team, take on leadership roles and all that kind of thing. THEN, when students go off to college, its the opposite of american college. Curriculums are a bit more relaxed (you already did all the HARD shit already, right?) so that students can focus more on their actual career paths, and the specialized aspects of it without worry. Basically its the reverse of the American system, general learning in a slightly more relaxed atmosphere, hanging out with friends and shit all day up front and then hardcore intense studying while trying to balance work and social life after. But that's what i remember reading somewhere years ago at least.
