I get what Roshi is saying but they have been doing the mind talking thing for literally three seasons. They always do the mind thing on missions with Megan so I don't think they were aiming to save budget, it's just a good side outcome to what they normally do with her character and missions that involve her.

The moment Roshi started to mention Black Lighting I couldn't unsee it. Sure same voice actor for Aquaman and he was speaking, but the glaringly obvious dodging for having Black Lighting not talk was hilarious.

Black Lightning voice actor is the same as Kaldur, they just didn’t want Lightning to talk in the episode that’s all
