What I dont get is why Loki seems so weak? I mean he tanked the hulk smashing him into the ground but they over here fighting with vacuums being tossed like Black Widow is the one doing the tossing and Loki is having problems? Is the collar blocking his strength or is it just budget constraints?

Just remember, not everything is gonna be 100% according to canon. And actually, them introducing the multiverse of madness helps fix a lot of continuity errors.

"Lady Loki"'s actress is credited as SYLVIE in one of the non-English credits at the end. That means she's got to be Sylvie Lushton AKA Enchantress. So not Lady Loki although she's a thing. But yeah, it's definitely Sylvie.
