I think when it comes to Tokiomi, alot of it is about perspective. Normal people (by normal I mean our world standards) would think hes crazy and cruel. However, in a mage's eyes, what he did for Sakura was a blessing (perhaps if there wasn't worms and weird shit involved it would have been). Every mage family has a family crest that is passed down from generation to generation. This crest is the accumulation of all the knowledge and work done in the family (think of it like one for all from MHA because mages have so much to learn and there's no way to learn it in one generation, which is why they expect their descendants to continue on their work). And since only one child may inherit the crest, it's considered unfortunate when there's two children. Especially when both of them possess such high affinity for magic. So for Tokiomi, sending Sakura away for adoption was the best thing that could've happen because he knows that both Rin and Sakura would be able to train their potential and become the head of families. From his eyes, this doubles the chances that his family would be able to reach the Root (which is pretty much what most mages strive for). Of course, for Kariya who turned his back on the mage world and lived in the modern world, such actions seem heartless and cruel, a father throwing away his 2nd child to another family. And considering the treatment Sakura is getting, it probably was. But once again, it is a perspective thing. Mages don't have the same standards and laws to regular society. So in his own way, Tokiomi is looking after Sakura

I think that just shows how inhuman mages are. There is no denying tokiomi is twisted considering iirc he knows about the worms. Kariya is just a good dude who left the mages because of how twisted the mage world is. Well before he himself turns into a deplorable person.

There are plenty of decent mages out there. You don't have to be a piece of shit to be one despite what some of the mages and some of the fans of series insist.
