From the looks of it Hijikata and Nadokura wanted Sugimoto and Shiraishi to get set up so that most of the attention would be on them just to make sure they would meet the actual Nopperabo with little to no problem and they need Asirpa to confirm his identity. They screwed those two over but still continuing the plan.
