I did some looking around and from what I found the assassin is using a special type of fire bending focusing all the energy on his head chakra thats why he cant bend like other fire benders.

I love the creative ways that they use bending in this show. Also, combustion man is using a special form of firebending literally called combustion bending haha.

this was the second episode where Aang is the first to react to "Combustion Man." Cyclops Kano breathes in heavy and Aang is always the first to hear it. The long standing theory is its a form of firebending, now I'm willing to bet he uses some form of mix of air and fire.
