In regards to your concerns about power scaling, I think the point was to showcase the fragility of a stand user. You could have an immensely powerful stand and be just a normal person who can be killed by being caught off guard or bad match upped. Also the definition of "powerful" is nebulous, since it's likely now powerful as you think about it as like a power level, but rather in that it takes a lot of spiritual energy to conjure such an immense size stand.
