Yeah, Shogun just means general. It's a great militant leader. Even in the show "Shogun", there was always an Emperor, he just wasn't important to the plot. In Japan both the Emperor and the Shogun existed at the same time. But the Emperor was more of a puppet head, while the Shogun held more power.
