Non spoiler answers to 2 of your questions- 1: When Victor said killing Fuko in the memory meant they'd never meet he didn't mean outside the memory. It just means if he'd killed her Andy alone wouldn't have the memory of meeting Fuko. 2: This version of Andy didn't know who Juiz was because they hadn't met yet.

Fuko cant be a reincarnation of Juiz because according to Juiz she has survived the end of the world several times because the world is on a loop and she has been using an artifact to move from one loop to another.

Andy/Victor clearly has a type. Not reincarnation, but they're very similar in certain ways. I also have a theory that the length of their hair is tied to some sort of symbolism, but I'm not sure about that.
