That is the order I did the quests too, so there must be some merit to it. Good to know. I hadn't heard that. I'm in the same boat then. I'll wait till they fix it since I've already restarted multiple times.

downloaded launcher... pressed download game and info box with status bar saying : "download in progress" but nothing is happening...

Discovered a bug where two MPCS won’t spawn for the Blood Script quest

I have this as well and I had just restarted the game for different bugs happening. I had finished this quest previously but now after the restart, it's broken.

I’ve had similar issue where the one neearby dragonid ( I believe that’s what it said) doesn’t spawn in I’ve heard it mainly happens if you finish the liquid gold quest before you start blood script. Unfortunately I couldn’t find a way around it so it’s just gonna remain unfinished unless I start a different play through or they fix it.
