I was concerned that Callie was trying to keep the status quo for the sake of the status quo. But this page shows her true motivation; she's scared of the consequences (real or imagined). Who is enforcing those consequences. And why do I have the feeling that Tamberlane will be the catalyst to reexamine what these all mean? Belfry strikes me as the sort of creature that will go through it once she's made up her mind.
