Kalluto is Agender/Genderfluid and answers to any pronouns but generally wears more fem clothing.

To add to what others have said about the character, one of the data books describes Kalluto as "将来性豊かな着物少年", or in English, "a kimono wearing boy with a bright future." Apparently the kimono is a type that was considered unisex in the past, so maybe Killua's mother is just really old fashioned? We never hear Kalluto talk about gender, so it's impossible to be sure given how pronouns work in Japanese, but the subtitles definitely use he/him pronouns, so don't feel bad about being confused! I don't think anyone would fault you for using he/him pronouns for the character in this case.

I believe the intention with Kalluto is that he is a male who crossdresses. There is an implied reason for this later on involving another character, but saying anymore would be a spoiler.
