im phoneposting so i cant easily look up where i first heard this, but i interpret the conservative comedian issue as: the general form of jokes relies on an existing or contructed norm being subverted. so for jokes that are on the progressive/conservative spectrum, conservative comedians have a much harder job to make a joke that subverts expectations ("i think things are good now/should go back to how things were") without overstepping the bounds and appearing homophobic/racist/sexist. of course doing that deliberately for shock value is a valid form of comedy but as you mention, the ones getting away with this often arent doing it for political reasons
