The most "being 9/11" movie I know of is Patlabor 2 which is a movie from the 80's about a woman who both works to stop but also wants to do a terrorist attack in the early 2000's after the cold war has ended and the military industrial complex has turned inwards in the form of fascism. The weird double state of craving the destruction of peace in NATO territory and wishing for liberal ideals to succeed and be true is an emotion you could call "being 9/11".
