I don't think it was actually God who brought back Lucifer. If you remember, he made a deal with Malcolm that if Malcolm didn't shoot Lucifer, he could have the coin. But when Malcolm DID shoot Lucifer, the coin reverted back to its original owner. Lucifer (and Amenadiel to a lesser degree) tends to read into things he/they think God said or did. And you're right, Luci ALWAYS misinterprets Linda's advice to suit his own needs. Poor Linda. He's gotta be a pain as a client. At this point in S2 you're into the Amenadiel redemption arc. IMO he becomes the best character of the show by Series end.
