The white haired captain i am pretty sure is inspired by Tōshirō Hitsugaya from Bleach. From what i have heard they will adapt vol 7,8 and 9 which is why the planning part is being given more attention. There is a LOT of info many people might not realise and even miss, but it is a bit dragged out still it is very important info, about nations relation and intrigue. However that also means we getting crazy smoke in S4 and forward. There is of course a lot of combat this season as well, but this season we are really gonna see the benefits of Tempest Thanks for the reaction you guys

I feel like the Luminaries definitely killed Rayheim, altered the message and instigated Hinata to fight Rimuru. It would be the best outcome for them, as they could get rid of Hinata and also Rimuru would be weakened , Veldora might die and they would usurp power.
